SCOPE. WFP's Beneficiary and Management System

SCOPE is WFP’s beneficiary identity and benefit management system. It is a flexible and powerful cloud-based digital solution that helps WFP know better the people we serve, so the assistance we provide can be more targeted and appropriate. SCOPE is used to register people, calibrate entitlements, deliver the assistance, and subsequently manage the operational data coming in providing a responsive information system to guide effective programming across all transfer modalities (food or cash).

Challenge

WFP is in the middle of a digital revolution when it comes to interacting with our beneficiaries, and it really all revolves around digital beneficiary ID. The problem is the need for a centralized system to manage beneficiary identities and assist in distributing aid efficiently in diverse and complex environments.

Description

SCOPE drives the process of giving all beneficiaries a digital identity and develops digital “beneficiary relationship management.” The system includes modules for registration, management, assistance disbursement, and business intelligence, rolled out in over 50 WFP Country Offices.

Outcomes

SCOPE has over 20 million identities on the platform, enhanced beneficiary data protection policies, robust full-scale roll-outs, increased program attendance in Malawi, and a projected future of expanding to all WFP’s 80m+ beneficiaries.
