Scholarship Program to Enhance Literacy and Learning (SPELL)

Vietnam

SPELL is an education scholarship program designed to prevent disadvantaged students from dropping out of school. The program targets students from the poorest 10% of families and provides them with funding for school expenses, and also requires and finances after-school tutoring. The program tracks dropout rates at the lower secondary and high school level, as well as the percentage of students being accepted and continuing into high school.

Challenge

The program targets students from families with an average monthly income of 27 USD or less in rural areas, who are at high risk of dropping out of school.

Description

SPELL staff conduct school visits twice a year to monitor tutoring results and learning outcomes. The program conducts interviews with all SPELL students to ensure that they receive the correct amount of funding each year and requires students to submit reports of how they are spending their scholarship allowances.

Outcomes

The program has provided 4,000 scholarships to students from 3rd to 12th grade. It has a 95.8% promotion rate to high school and an 88% high school graduation rate (2011-2012). The program has also been replicated in Uttar Pradesh, India.
