Challenge
The goal of PEC-FIDE is to reach students in the most marginalized schools. One of the criteria used to select schools is the 'index of marginalization' developed by the National Population Council (CONAPO), which takes into consideration education level, housing conditions, and income. Using this indicator, 61% of schools participating in PEC-FIDE in Years 2-5 (2009-2013) are located in communities of high and very high marginalized students.
Description
State and federal education ministries coordinate the project, provide ongoing technical assistance, and collect written and photographic reports from school-based actors. Civil society organizations participate in formal and informal evaluation and social auditing, which includes site visits, interviews, and ongoing communication (primarily through email) with schools.
Outcomes
In 2012, PEC-FIDE directly affected 16 school zones and more than 23,000 students. All actors interviewed reported high levels of satisfaction and expressed a belief that PEC-FIDE had changed their school. The most striking finding of the Year 3 evaluation was the effect on motivation - students reported higher motivation to learn; parents to be partners in their children's education; teachers to collaborate; and principals and supervisors to move beyond simply administering schools.
